Government and policy

National and local authorities need information for the founding and evaluation of their policy. This is partly objective information (number of inhabitants, age structure of the population, empty houses, industrial and traffic noise etc.), and partly subjective information (experience and opinion of the people concerned).

The concept "basis of support", plays a central role in the development of a policy. In this phase national or local authorities are interested in things like:

  • the need for information and information seeking behaviour of their target group(s)
  • the degree of involvement in the problem (agendasetting)
  • the perception of the subject (consciousness)
  • the attitude towards the subject of the policy (knowledge, judgement and feelings)
  • the willingness to accept and participate

The concept of evaluation plays an important role in the implementation and maintenance of policy. In view of this, authorities and their organisations are interested in things like:

  • degree of participation (community control, participation etc);
  • behaviour (intentions)
  • impediments for the desired behaviour (facilities, sanctions, rewards)
  • reach of and appreciation for means of communication (information)
  • satisfaction with services and provision of services.
